Forge not downloading scala files

 · I am trying to install forge to run a mod that I made. When I run the installer .jar) than it gives me this error: These libraries failed to download. This message is about the i'm encountering the exact same problem since days, with "bltadwin.ru": with or without firewall, also checked my connection, tested on 2 PCs. I execute the jar in CMD (with or without admin rights), with this format. Hold down shift and right-click an empty space, then select "Open command window here". In the new window type java bltadwin.ruIPv4Stack=true -jar [name of the installer], replacing [name of the installer] with the complete file name of the installer, including bltadwin.ru file extension. Then hit enter.
