Torrents never start downloading

I am having the same problem. Windows 7 (SP1) on a desktop. Download of any file freezes part way through or never starts. eg. xmbc, skype, skype addins, windows update all never start or never complete. Bizarre as I can send and receive large emails so not a network problem - just a problem for downloads. Download automatically start after magnet / torrent is added. Steps to reproduce. Boot to windows (start qbittorent on windows startup is not checked). Open a torrent file / magnet from a browser (Chrome). If there are 0 seeders, you cant download the torrent, as there is no one sharing the file. 2. Even if there are little amount of seeders and the no. of leechers are considerably high () ratio, then your download speed will be negligible and in some cases, your download wont start and it seems like your not able to download the torrent. 3.
